Vastint Latvia held a topping-out ceremony to celebrate the third phase of the Magdelena’s quarter development in Riga. The building at 4C Strelnieku Street is scheduled for completion in the fall of 2025 and will feature 57 fully equipped homes for rent, as well as two commercial spaces.
The construction of the building at 4C Strelnieku Street continues the development of Magdelena’s quarter, which began in 2015. The first phase, completed in 2018, comprised two buildings with a total of 116 apartments.
This first phase received four prestigious awards for quality and sustainability:
- Most Sustainable Project in Latvia 2017 among commercial projects
- First place in the Latvian Construction Annual Awards 2018
- First place in the Best Building in Latvia 2018 competition
- First place in the Most Energy Efficient Building in Latvia 2021 competition among new residential buildings
Construction of the second phase, consisting of two office buildings on 17 and 21 Antonijas Street, is currently underway. In total, the quarter will consist of five phases, comprising 300 apartments and more than 20,000 m2 of commercial and office space.
“From the very beginning, we envisioned Magdelena’s quarter as a place for a fulfilling life. Over the years, we have worked with Latvia’s leading architects and experienced local and international engineers to exceed the highest standards of sustainability and quality, while creating expressive and contemporary architecture in the heart of Riga’s Quiet Centre. With the completion of these construction works and the second phase, we will have built just over half of the total planned volume, so there is still much work ahead,” said Romāns Astahovs, Managing Director of Vastint Latvia.

The topping out ceremony marks a significant step forward in the development of the multifunctional Magdelena’s quarter. The upcoming building will not only be part of the modern architecture of Riga’s Quiet Centre but will also offer especially energy-efficient and comfortable rental homes. This project continues the quarter’s development, which began nine years ago, by implementing the highest standards of construction and quality of life,” said AB3D architect Pēteris Spuriņš.
The building at 4C Strelnieku Street is constructed from prefabricated reinforced concrete elements, with a façade made of three-layer reinforced concrete panels with wool insulation and factory-installed wood/aluminum windows, ensuring the airtightness and longevity of the exterior walls.
Thanks to the constructive solutions of the building’s external walls and roof, the high energy-efficiency ratings of the windows (<0.79 W/m²K), the airtightness of the building’s external structures, and the individual air exchange units with heat recovery installed in each apartment, the expected energy consumption for heating is 38 kWh/m² per year, corresponding to an A-level energy-efficiency certificate.
In addition, the building will be certified according to LEED requirements, and it will feature an automated building management system, proven fire safety solutions, and a ventilation system in both apartments and common areas that meets Vastint standards. Enhanced acoustic requirements will be implemented to mitigate city noise, with windows providing a sound insulation level of 41dB.
